once again, fr_FR_1990.zip is NOT an offline pack !
The page dicooo page explicitelly says
"Gère l'installation hors ligne par l'intermédiaire de packs. Le pack français
est disponible *ici*. D'autres packs sont à disposition sur le projet
Lingucomponent."
and *ici* points to
http://ftp.services.openoffice.org/pub/OpenOffice.org/contrib/dictionaries/dicooo/PackFrench.zip
moreover, reading the wiki, you'll see a *pack* link in french section
other zip files are given for manual installation (so without any help of
DicOOo)
and guess what, i'm concerned by this ...
"The spelling files for French (France) Réforme 1990 are not installable by the
dictoo macro"
is an invalid statement
