The localise.sdf should contain a estonian line similar to this:

Note that there is a field "!defined _GLOBLMN_HRC" , please verify that this is
not replaced by something like "12345.!defined _GLOBLMN_HRC" or "12345." or " "
... this confuses the transex3 tool. This field is "Resource Type"
