IS: In the setup area I introduced in m199 the file
scp2/source/ooo/module_langpack.ulf as central point for module names and module
descriptions. This shall be used in future for all platforms (Windows Installer,
new Java GUI installer). To avoid translation, I also introduced the
corresponding localize.sdf. Unfortunately there was not enough time, to make the
Windows specific file
instsetoo_native/inc_openoffice/windows/msi_languages/Langpack.ulf superfluous.
I will do this after OOo 2.2 is released. 
But in this context, it is not guaranteed, that the visible name of the modules,
is always identical with the name of the language. Generating a list of
languages automatically would make it difficult to change module names, if this
is desired.

I will take care of the string "Installs [language] support in %PRODUCTNAME
%PRODUCTVERSION". This is the module description that has to be part of scp2.
-> target 2.3

Then remain the simple language names:
- instsetoo_native/inc_openoffice/windows/msi_languages/Langpack.ulf will be
removed in 2.3 time frame
- scp2/source/ooo/module_langpack.ulf is the new place of module names (that are
not necessary identical with the names of the languages)
- desktop/win32/source/setup/setup.ulf  contains all languages, because it can
be possible that a listbox is shown from the Windows loader setup.exe. The user
can choose the installation language in this list box.
- svx/source/dialog/langtab.src (not my part)

I will start to fix this task by removing
instsetoo_native/inc_openoffice/windows/msi_languages/Langpack.ulf .
