At the beginning the feature was so designed, that the empty salvage item was
not allowed. But then it was used by the recovery feature for the case, when no
change was done for the document, and it has worked by luck. I took a further
look to the implementation, and see currently no problem with this solution,
although the design of the salvage item looks a little bit inconsistent in this
case.

Thus changing of this behaviour ( that was good tested for long time ) makes no
sence currently. This part of the feature will be reimplemented anyway.
The assertion is removed.
