Can't reproduce with m199 on WinXP.

please specify your Internet configuration (Options\Internet\Proxy). If it is
set to "System" then please post output of "ipconfig /all" .
Also please provide screenshot of Active Ports which shows the problem (so
that we know what to look for).
Reducing priorityas the described scenario is very uncommon.
