AW: Added a AInfoScrollText::IsAnimationAllowed implementation which decides for
scroll back and forth text if there is enough delta for scrolling and evtl.
disables it. Also changed GetStepWidthLogic() to take the formerly interlally
hard-coded minimum return value as parameter to get more precise values here.
AW. Tested, works. Checking in.
