have a look at the "official page": http://www.unicode.org.
The page where this area is described is
http://www.unicode.org/charts/PDF/U02B0.pdf
The heading of U+02C6 to U+02FF says "miscellaneous phonetic modifiers" and the
description of U+02C6 to U+02FF there is close to what regina described.
In my opinion, "Alleinstehende Betonungszeichen" or "Phonetische Hilfszeichen"
fits well.
