Not a defect, but a change of behavior. So far, for some languages, the method
returned a match of the primary language ID if passed a language only with empty
country. Actually I'd have to find out if anyone relies on that undocumented
behavior. The primary ID could be obtained from any LangID of a locale, so
changing that wouldn't be a problem.
Btw,
