One is using Thai native numbers (à. à. à. à. à.) and another is using Thai letters (à. à. à. à. à.). However, these numbering types are not shown in Format->Bullets and Numbering->Numbering type. You have to manually specify it in Format->Bullets and Numbering->Options->Numbering. The Thai locale data file should be updated to add commonly-used Thai numbering types. However, more than 8 numbering types will be needed, which is impossible now - see issue 42965.
