I suggest to remove the new dash option from the de_*.xml files then so things are like they were before, remove this issue from CWS i18n28 and keep just issue 72408. I think we're fine with the CWS then. For this issue the German case should be investigated more thoroughly, taking the different spellcheckers and dictionaries and their options into account.
