I had been using the hpijs driver suggested by CUPS. The driver was supposedly written by HP. I changed to a generic PCL3 driver. In the PPD for hpijs the "imageable area" parameters set the lower margin at 0.67 in. from the bottom. The Avery form that I was using required a lower margin of 0.5 in. Thankyou everyone for their time.
