TL: Also the problem is not chart specific. For example to see one of various
possible effect load the bug document place the cursor in the table and wait
until the rulers are displayed correctly then double-click the math object ->
the vertical ruler will remain the same as it was for the table.

The root cause seems to be the handling of the SvxColumnItem.
Other possible visible effects of this problem are:
- a ruler (usually the vertical) may completely disappear
- you may select the chart or the chart via single-click
  and then select math (also no double click) and the ruler
  remains the same as if the chart was selected.
I've not yet figured out how to reproduce them without fail.
You just have to select and double-click a number of times and sooner
or later you will get one of those two problems as well.
