pl->dr: this is actually because of 

PointerStyle ScDPLayoutDlg::NotifyMouseButtonDown

which returns POINTER_ARROW for the right and lower middle fields due to a
different ScDPFieldType. The pointer is then set in
ScDPLayoutDlg::NotifyMouseMove because there the pointer style is determined a
different way. You can witness this phenomenon on all platforms.

However there is a bug in the gtk plugin that the pointer does not changed at
all during captured mouse; i fixed this latter problem in CWS vcl74.

setting the target to 2.3 because i guess changing NotifyMouseButtonDown will be
a trivial fix for you.
