We reasonably cannot keep concisiteny for mnemonics *across* menus and this
comparing different functions.
Inside 1 menu we already have to make sue that there is no double mnemonics
(which we cannot always achieve).
And in this case, there is a main Table menu but no Frame menu (MS-Word
interoperability).
In a perfect world, yes, the mnemocis should be consisitent and repeat
themselves.
But this is not the case.
