Word and FrameMaker support the behavior I suggest (ok, word is sometimes buggy
here...). Furthermore it is quite common in scientific literature to have a
continuously numbered paragraph format.
One could change the behavior without any UI change. You just have to add the
functionality to the "restart numbering" command in the context menue.
