README of the cs_CZ hyph as downloadable *on the website* says:

You only can do that when you are the author of the original work. (I don't
check this now, maybe latter). And you are not /unless you changed names..):

As you are not the copyright holder doing this is violating the GPL because
basing on a GPLed work makes the derived work GPL also - and you are basing on
the work by running a script on it to create a derivative.
