Attached is a patch to set the %%Title: of document as utf-8 text. I suspect
that we can get away with this because it's only used really by GUI apps to
display the title of the ps in the window, and it works for e.g. evince. It
unconfuses some CJK users when the translated "untitled document 1" gets turned
to "???1" when viewing the ps in a preview displayer.

I can't find a reference that explicitly allows or disallows this to see if it's
acceptable, or just totally stupid to do this.
