pl->thb: as discussed: start and endpoint are equal in OutputDevice::DrawPie.
Howver in the current implementation this means an empty polygon instead of full
circle. This is a backwards compatibility issue and you suggested that this
should be fixed in EMF/WMF import/export instead by using an Ellipse action
instead of a Pie action (BTW: should a full circle pie contain a line to the
center ? )
