Help talks about _toolbar_, not dropdown menu. You can turn on that toolbar
via Via, Toolbars, Insert. Thanks for the screenshot.
The problem is that that button is off by default, so I am confirming this
issue so that developers can deal with it accordingly.
You can turn on that button via Tools, Customize, Toolbars.
