The word 'recent' means that IE has been forcedly updated by Windows/Microsoft update several times for years. No complain about garbage characters has been reported by Japanese users for years. We may assume that Microsoft has fixed this issue by itself without relying on a Byte Order Mark since a lot of web sites have migrated from local character set to UTF-8 and Internet Explorer might has experienced the same problem as we faced.
