The manifest.xml of an extension contains the items which need to be processed
by the Extension Manager, for example, libraries containing UNO services, type
libraries, configuration files. It is not used for listing all contents.
"text/plain" files are not processed particularly.
Maybe this should be better documented in the developer's guide.
