== Issue ==
The Help agent triggers when the user types a quotation mark (") in Writer. The
Help agent pops up to tell people that the quote was changed to a curly quote.
== Proposed solution ==
Instead, the Help Agent should only pop up once per tip. For example, it should
only pop up the first time a certain user types a quotation mark. It should
never give that user that tip again, not even a year later.
== Why fix this? ==
People find the Help Agent fairly frustrating.[1][2][3] It drives people nuts[4]
and has been called an "annoying sh*t".[5] It makes some people dislike
Oo.o.[6][7] Fixing this bug would reduce this dislike.
