The described behavior is not a bug, it is a feature of our "subtable" model.
With our CWS swnewtable we introduce another table model (row-span) model. When
this CWS is integrated, new tables will behave like you exspected, the cell
height will be "locked" together even if there are merged cells in between.
So the good news are: with swnewtable this bug will be "solved". On the other
side we will not change the behavior of old documents, so your bug document will
layouted with the (old) subtable model.
For the old table model is not a bug and there is no inconsistence. In this
model you change the structure of the table dramatically when your merge some
cells. The merged cells become a big cell, of course, but at the left and the
right of this big cell you'll get two "subtables" with contains rows. These rows
at the left and the right side are independend. If the input text and such
"subrow" has to grow, the subrow of the other subtable does not need to grow.
If you drag such subrow line with the mouse, _all_ (sub)row line with the same
position will be moved. If you don't want this, you have to press the key
modifiers <Ctrl>+<Shift> during the dragging of the line => the subrow line will
be adjusted only.
Summary: For the old table model there is no bug to fix and the new table model
will met your exspectation much more.
