Hi,
The fy_NL locale has already been present in OOo since version 1.9.
According to http://www.loc.gov/standards/iso639-2/php/code_list.php, the
iso693-1 and iso692-2 codes for the Frisian variant that is spoken in the
Netherlands (Western Frisian) are fry and fy.

I understand that the language code "fri" had been considered for iso639 but
was already marked as retired before the standard had been ratified.
So I propose that the locale code fy_NL is kept as it is already implemented.
The Frisian language can already be selected in the Format - Character dialog
box so Frisian spell checking is supported. However, the selection is missing in
Tools - Options - Language settings - Languages - Default language for documents
(maybe not *exactly* that, I am translating from the Dutch GUI). Could you add
the item in this selection list as well?
