We already support this RFE as an accessibility option. Please call the dialog
Tools-Options-Accessibility-Help Tips disappear after n second and turn of
disappearing by unchecking the option.
I am not sure, if we want to change the default to not automatically
disappearing, therefore I will keep this issue as an reminder.
