I think that the WordPerfect behaviour is desirable in Open Office.

Tables are frequently used without borders for documents with parallel columns. 
In this case, users want it to behave the same as paragraph text.

If users want a regular hanging indent inside a table cell, then they will use 
a Before Text indent at least equal to the first line negative indent.
