"Language" is an attribute of the style that is used.

If "check all languages" is selected, then the language attribute is ignored,and
spell check walks through a document flagging words that are not in any 
dictionary.

If "check all languages" is not selected, then spell check looks at the language
attribute of the paragraph,and character style.  If the language attribute is
set to "Default", then spell check does,in some instances, ignore the character
or word it is looking at.

A set of language specific page,frame,numbering, paragraph, and character styles
have to be created, for spell checking, and grammar checking to work correctly.
