If I open the file in a German Excel 97 and test the cell with =IstZahl(E9), I
get "Wahr" [in English: IsNumber(E9) returns "True"]. The content of the cell is
a number, therefore I think, that it is no error, if OOo interprets it as
number. The type of an already existing content, will not change if you change
the format of the cell afterwards, neither in Excel nor in OOo.
It might be an enhancement to implement a mode in OOo to calculate like Excel.
Issue 5648 seems to be the right place, although there the problem is the other
way round.
