The Internationalization tag Set 1.0 is a soon-to-be recommendation of the W3C. 
It describes a set of elements and attributes designed for supporting 
internationaliation and localization features.

Is there a possibility to have ITS integrated into OpenOffice?

OO being a content authoring tools, the implementation would be quite simple: 
Basically it would be a matter of allowing the ITS markup to be set and 
preserved in the OO files. (See "Conformance Type 1: ITS Markup Declarations" 
http://www.w3.org/TR/its/#conformance-product-schema)

Example of implementation: A selection of words set with <text:span 
its:translate="no"> would flag the selection as non translatable.

ITS is modular and allow a pick-and-choose appraoch where OO could implement 
only some of the ITS data categories.
