The above workaround is not only very cumbersome, but also limited - for example, if I follow that workaround, and using a A4 page size, I can't increase the borders spacing (Page Style -> Borders Tab -> Spcing to contents) above 1.97". Now this might be a bug that needs it's own issue, but that is besides the point. The point is we need a simple way to tell OOo to use the background image to cover the _entire page_, and IHO, that should also be the default behavior. Fixing this issue is especially important when exporting to PDF, as PDFs don't have the physical limitations that printers have (that required the page margins in the first place).
