We all now how to use search-and-replace to fill this between margins - replace \n\n with some wierd thing like QQQ, replace \n with a space, replace space-space with a single space repeatedly, replace QQQ with a paragraph mark. Wordstar 6 and 7 could do this for you. Why can't writer? Why can't we select a portion of text and say "fill between margins, style = <paragraph style>"?
