We're talking about paragraph styles in this issue, so following your logic, selecting one single word in a paragraph or just positioning the cursor in a paragraph and applying a paragarph style should do nothing. This surely is not what the user would expect. and wrt changing shift down behaviour: <shift>+<down> does not only work when at the beginning of a line, but also when the cursor is somewhere in the middle. Changing the behaviour would mean to implement some obscure logic to handle to two different behaviours. Again having the app doing different things just because the cursor is at a slightly different position is not what the user expects. The app must behave consistently. And to your list of "unexpected" behaviour: Ask other users and they will tell you some different story.
