AMHA this line is incorrect :
constants-decl ::= ["published"] "constants" "{" const-decl+ "}" ";"
The identifier for the contant group is missing. I think the definition should
be :
constants-decl ::= ["published"] "constants" identifier "{" const-decl+ "}" ";"
