The problem seems to be a missing SfxObjectShell in the SvxColorDockingWindow
constructor. The call to SfxObjectShell::Current() returns NULL in the cases
when the color bar is not displayed. Without the SfxObjectShell the ValueSet of
colors is not initialized.
I have to further investigate why the SfxObjectShell is missing and how to fix
it.
