Actually the key point here is that transparency is enabled for the frame
background. I couldn't reproduce the issue at first by selecting a new
background (which I did since I missed the link also) until O saw that the
document had 50% transparency enabled for the background. This is duplicate to
issue 69269 (and issue 76476).
