Based on my experimentation in the stage box . The request of a very brief
description for the mailing list types i.e discuss, moderated, unmoderated,
sublist,allowed-posters is possible via the modification of a file in the
branding set. Please look at the below link for the change/test change to the
discuss list .

Please note as we are very close to the production upgrade . I am marking this
issue as post-upgrade task.
