solution:
suppress the export of an additional paragraph for a graphic, which is forced to
be treated as-character anchored, because its at-paragraph anchored inside
another frame.
background:
Microsoft Word doesn't supported anchored objects inside other object. Thus, the
WW8 export treats such objects as-character anchored. This is the only way,
which Microsoft Word allows to have nested objects.
