In case Writer is in web layout opening a new window will load the file a second time as Writer is not able to keep two different layouts of the same document. On Windows the file is opened readonly as the file is locked by OOo already. On Linux the file will also be readonly if locking is enable and a lock demon is running on the system. OOo 1.x had locking disabled.
