I adapted format codes to use the DecimalSeparator>,< comma and changed
Time100SecSeparator>,< to comma as well and adapted corresponding format
codes.
Changed date formats containg >... de ...< without quotes to
>..." de "...< with quotes to produce correct display strings.
Changed LC_FORMAT replaceTo="[$€-FFFF]" attribute to
replaceTo="[$€-482]" as 0x0482 is the assigned LangID.
Changed quotation marks from
QuotationStart>«< U+00ab
QuotationEnd>»< U+00bb
DoubleQuotationStart>"< U+0022
DoubleQuotationEnd>"< U+0022
to
QuotationStart>‘< U+2018
QuotationEnd>’< U+2019
DoubleQuotationStart>«< U+00ab
DoubleQuotationEnd>»< U+00bb
which is identical to the fr_FR locale.
