On further investigation, we have found that the problem happens only if there
is one file in the Changeset. i.e., If the total of the Added, Modified and
Removed files is 1 in a transaction, then the cvs commit mail is lacking file
change info. The mailers for more than 1 file transactions have the complete
file change info. The fix for this issue would be provided in the next patch
release of CEE 4.5.2.
