This item should show a list of all available toolbars that contains objects managed by a given application. Draw and Impress both do use arrows, circles, arcs etc. Even Writer can manage them. I think this list should contain all toolbars predefined in OOo. Let the user decide which of them make visible or dock. If a toolbar is not in thar list, it cannot be made visible and usable, even if the user knows it exists (because he uses it in other application).
