Thanks for your report.
Step 4: this is not (not yet) a valid way to assign outline numbering.
Step 5: I can reproduce your problem.
Also it can be fied fairly easy:
If you open Tools|Outline numbering after step 5, you can see that the box
Paragraph style for level 1 will be [none]. Change that back to Heading 1 and
the Navigator shows it again.
However, no satisfactory behavior, IMO.
I set status to new.
