->iammisc: I'm not convinced yet. Calculating a value depending on the
measurement unit is obviously always wrong. I propose to remove the 'ROWFUZZY'
code and simply increment nBorderTolerance by 1 if bExpandTest is set. This
increases the search area from 3 pixel to 5 pixel which should be enough to grab
the borders and margins.
