During discussion of the new css.logging API, it was concluded that the best way
to represent a thread ID in UNO is a string, not a numeric identifier.

We need an "official" API to retrieve a UNO string representation of a thread
ID. For the concrete purpose, only some "getCurrentThreadID" is needed, but
maybe it is sensible to allow generic conversion from a numeric ID to a string.
