This follows from bug 77368.
I think that a more natural place for the 'insert bibliographic entry' would be
on the 'insert' menu, rather than under 'index and tables'. A bibliographic
entry is just a little piece of text like [Gamma1995], not a table.
This would then require a different key binding. I would vote for Alt-I-C
('citation' being the correct term for a bibliographic entry), then Alt-I-R for
insert cross-reference and no key binding for 'insert footer', but it's up to
you.
