To get a 1.1 you must not apply a new list style, but shift the paragraph one
level down. There are white arrows in the list numbering toolbar to change level
and order of list item. If you assign a "numbering 5" style that will be a
different, independent list. You would have to assign "numbering 1" to "heading
1" and heading 2" and "handing 3".
You can adapt each list numbering style or define your own list numbering style
to get the form of numbering you wish, there is no need to stick with the
delivered ones.
BTW, list numbering is the wrong way to get a suitable chapter numbering. List
numbering is designed to make lists, for chapter numbering use Tools > Outline
numbering...
