I see. One copy is used as the normal letter template for the given language.
The second copy is used to load only the letter format from another language in
the 3. step in the wizard. It does not longer work when I remove any copy.
It would be great to find a better solution in the future. I agree that it is
not easy, so I'll close this bug for now.
