I used the Control -> Tab Order -> order tool to order them in the order listed next to the field's names. The numeric value in Tab order field on the Control page of the document is the correct order. However, when I export this to PDF, the order is not respected. The order the tabbing appears to work is the order in which the entry fields were added to the document and not the ordering values specified.
