SBA: Correction: Amharic was already listed as CTL language BEFORE this fix.
the change now is that the spell checker and break iterator treat it as CTL
language.
To test:
- Install a CTL dictionary (i.e. Hebrew, Urdu)
- Set Amharic text to Hebrew
-> All is misspelled
Before, it was seen as Western text and thus "treated" with Western language
spell checker.
Verified in CWS i18n30.
