Can't reproduce with 2.3m211 on WinXP - template stays default after reboot.
I think your problem is caused by profile corruption. To verify this idea
please close Office (including quickstarter), rename folder "OpenOffice.org2"
in "x:\Documents and Settings\USERNAME\Application Data" and set default
template again. If that help please zip original folder and attach it here.
